| | Regional Training Center (RTC) for Europe region of the World Customs Organization The conference of the leaders of Customs administrations of Europe region of the World Customs Organization took place in Ohrid, the republic of Macedonia, on 15-16 March, 2010. During this conference representatives of 52 World Customs administrations supported unanimously the idea of creating in Ukraine the Regional Training Center of the World Customs Organization on the basis of the Ukrainian Academy of Customs.
On the 26 of June the memorandum on mutual understanding between the Customs Service of Ukraine and the World Customs Organization concerning official creation of its Regional Training Center was signed at the conference of the World Customs Organization. Great work which has been done by the team of the Academy relating to professional standards during the last years showed responsibility of the Academy in the direction of the WCO standards, international and regional initiatives on the development of institutional opportunities.
Memorandum of Understanding
The official opening of the Center took place on September, 1, 2010 with the participation of the Secretary General of the World Customs Organization Mr. Kunio Mikuriya and the head of the department on questions of the European regional development of Board of directors on institutional development of the WCO Mr. Vitalii Mikeladze and representatives of other foreign delegations.
The RTC of the WCO in Ukraine is an interdisciplinary regional center of the Institute of the WCO level for Europe region of the WCO which conducts training, improvement of professional skills, scientific researches in Customs matters, and which strives to become a key partner at regional and international levels in Customs researches and training of Customs personnel. It is a pilot base for Europe region of the WCO on the implementation of the WCO standards at the academic level and strategy of organizational development and support of the WCO members. There are three basic parts in the academic RTC: teaching and methodic, scientific and organizational work.
The main directions of the Regional Training Center work are
1) training (baccalaureate, the magistrates, postgraduates course/ the first and the second education- daily and extra-mural education) and improvement of professional skills, development of remote training of representatives of customs services for Europe region of the WCO;
2) ensuring of methodological accomplishment of this training, including training of groups of regional trainers for trainers, lecturers;
3) testing of scientific developments of prospective directions of advanced educational, administrative and logistical (customs and transport) technologies;
4) creation of the training ground for perfection these technologies and conducting of training. Development and supporting of mixed educational the WCO programs;
5) Customs training in a private sector;
6) creation of a regional network of partners.
Taking into account that the Academy is a customs higher educational establishment of the 4th level of accreditation, the WCO considers the RTC in Ukraine as an educational center of academic level which can at the highest professional level conduct personnel training for Customs administrations of countries of Europe region of the WCO.
